Rezoning request by Truro church given go-ahead

TRURO – A local church has received support from town officials in its efforts to improve parking.

Truro town council has given consent to The Peoples Church to rezone land at 5 Elm St. to permit the property to be developed into a parking area for the church, which is at 13 Elm St.

The area is currently zoned as a medium density residential (R3) zone and will be changed to an institutional (P3) zone.

According to a planning and development report from the town, 5 Elm St. was consolidated with 7, 11, 13 and 25 Elm St. last spring so all church-owned land was one lot, including the church building.

However, 5 Elm St., which was vacated in November 2011 when the dwelling at the time was demolished, is in a different zone than the church and needed to be rezoned before it can be lawfully used as a parking lot.

The planning report also indicates the town’s traffic authority and director of public works reviewed the proposal and did not identify any concerns with the proposed rezoning. The report also said

stormwater management would not be a concern if the parking area remains surfaced with gravel.

“It drains naturally. We don’t have any plans at this point (to pave),” said Glenn Taylor, a church representative, adding if that ever changed, a stormwater management plan would be in place.

More than 130 questionnaires were sent to property owners within 750 feet of the subject property. Forty-two responses were received, indicating 83.3 per cent were in favour, 7.1 per cent opposed and 9.5 per cent had no opinion.

There is a 14-day appeal period to council’s decision after it is officially advertised in this paper.
